[openstreetmap/openstreetmap-website] Login: Improve tab order (Issue #6925)

I think we can reasonably assume that most people can recall or pull up their password, so this link is getting in the way of more people than it helps by appearing where it does in the tab order. We could move it to after the Log In button. If that’s unintuitive, we could even visually move the link to right beside the Log In button, like many sites have it.
