I often work in Zürich and I hit the limits easily too. I assume it's a pretty bad experience for new users. You open a dense city such as Zürich, you haven't zoomed in yet, iD hangs and then you hit the rate limits. I even had it when I open a few new openstreetmap tabs in the past.
