[openstreetmap/openstreetmap-website] Pressing the close button on a banner, page reload required to hide it (Issue #7079)

### How to reproduce the issue?

1. Open https://www.openstreetmap.org/ with an active banner
2. Click on the close button on the banner
3. You would expect the banner to hide (and in fact `display: none` is applied on the banner) but in practice it remains open (because a previous `display: block !important` gets precedence). The banner is hidden only if you reload the page

This problem has been noticed by the italian community which [has currently one banner active](https://github.com/openstreetmap/openstreetmap-website/blob/master/config/banners.yml):
