[openstreetmap/openstreetmap-website] Pressing the close button on a banner, page reload required to hide it (Issue #7079)

I think that this problem could be fixed by removing the `d-md-block` CSS class of the banner (added by [_banner.html.erb](https://github.com/openstreetmap/openstreetmap-website/blob/master/app/views/layouts/_banner.html.erb)) when the user clicks the close button
