I think the simplest approach would be to tag any way that had nodes 
reviewed. A simple

    comment:bot=Please review this way, then remove this tag

would do it.

Then, mappers could go through all the ways manually, fix them if 
necessary, and remove the tag.

It is less precise than what Martijn suggested, but should keep us in 
the clear, license-wise.

In order to prioritise, a severety score could be added, say 1 to 5.
