[Rebuild] Moving specific changesets to another user?

and here is who did what:

1) HS-RS (roads)
- Jáchym Čepický (jachymc) - supplied shapefiles
- hanoj - data cleaning, QA
- Pavel Machek (pavel) - shp2osm& upload

2) UIR-ADR (address points)
- Tomáš Kolda (TomKolda) - processed data and prepared osm files for upload
- Pavel Machek (pavel) - upload

3) UHUL WMS (forests)
- Tomáš Kolda (TomKolda) - processed data and prepared osm files for upload
- Pavel Machek (pavel)& other users - upload

4) dibavod (waterways& waterareas)
- Tomáš Kolda (TomKolda) - wrote import scripts, for some parts of the
dataset prepared osm files for upload
- Pavel Machek (pavel) - shp2osm on some parts of the dataset
- Pavel Machek (pavel)& other users - upload
