[Rebuild] Moving specific changesets to another user?

It is the former case and, yes, I've got doco about who did what plus 
explicit written OK from all other members of the team, (several 
imports, some different folks involved).

So, all I need is technical reality check that a sub-set of changesets 
can actually be moved.  I believe it is not something that we have 
actually done?
