[Rebuild] Will tainted history be kept in the database?

Unless the way was *created* by a disagreer, the tags are likely to be 
kept anyway.

Regarding CC-BY-SA data in our database after the license change; my 
personal opinion is that it is legally and technically feasible, as long 
as we make very sure that anyone accessing that data knows exactly that 
it is differently licensed - i.e. such data must not be accessible 
through a normal history request.

However I have received feedback indicating that some people would 
prefer our database to be wholly "ODbL clean", i.e. not contain any 
traces of CC-BY-SA data; and others would, while not objecting to 
CC-BY-SA data hidden away in the depths of our database, still be 
against handing that out via an API call.

A decision has not yet been made. If it should be decided to flush 
CC-BY-SA data altogehter or make it completely unaccessible, I trust 
that someone, somewhere, would load a history planet file into a rails 
port to provide access to old data.
