A relation missing only few members can be repaired rather easily. Sometimes there is just one possible path between the endpoints of a gap, this can be fixed by armchair mappers. When it's not clear what ways belong to the relation only a smaller part needs to be resurveyed instead of the complete route. Deleting the whole relation could be seen as vandalism. Let there be a 100km hiking route where all members and tags are clean except for 10 Ways in a town which were added to the route by a decliner. Resurveying this town can be done very quickly and the route is still usable.
The worst case would be a single way split by a decliner which would then cause the whole relation to be deleted. This is not acceptable to me.
