[Rebuild] Getting underway before 1st April

Hi all,
I'd like to float the idea that we make certain bboxes ODbL/CT-compliant
in the next two months - i.e. before 1st April.
Three reasons. One, it's easier to map if you don't have to worry about
what might be contaminated. Two, the more we can do now, the less downtime
there'll be around 1st April.
But most importantly, we could probably do with a dry run. The most
significant revert done to date was Anthony's edits after he admitted
(boasted, even) of using Google as a source. It went pretty well but there
was one problem (not reverting deletes, or something?) which only came to
light once we'd done it. By trying the rebuild on small areas first, we
can make sure we've ironed out these problems before 1st April.
We should get local community approval in advance of any such changes. I
wonder if there might be parts of France where it could work. Ireland
would seem an obvious candidate. Others might have suggestions.
And yes, I'm aware we don't have any code yet, but we have to start
somewhere. :)
