You seem to assume that the final step in "making things ODbL compliant" 
is simply executing instructions on the current database.

I don't believe that we have a consensus on that? We might decide to 
start with a clean slate and selectively append changesets or something 
like that - which would mean that while you can test-run the whole thing 
on a different database, you cannot test-run it on the production system.

Such a kind of test run would then not require any community approval 
because it would not be visible in the main database.

So, that's the very first decision we need to make - how exactly is the 
transition from "current database" to "ODbL clean database" going to work.
