[Rebuild] Approaching final testing

Hi all,
Just a quick update on where we're at with the bot. First off, a
thanks to all those who have been helping out in the last few days,
especially TomH, Gnongthgol, zere, MonkZ and the others on the
#osm-dev channel.
I've been testing the bot against progressively larger extracts, which
has been highlighting the few issues that still need to be resolved,
as well as improving the amount of logging of the bot needed to figure
things out when something goes wrong! I've now reached the limits of
what I can test locally, so we've set up the bot on
dev.openstreetmap.org and, after a number of tweaks around ruby and
postgres versions, have got it running. I'm currently importing a
whole-Ireland area to test, and with a load time of 24 hours and
counting, it's likely to be the last and largest area to test before
going live.
Meanwhile, I'm making smaller examples of situations that the testing
has shown problems with, since my local machine isn't coping well with
the larger extracts[1]. It would be a great help if people grab the
code, make a history extract of an area they know well, and then let
me know how they get on. Having more testing in more areas helps
two-fold - one is finding more corner cases before the bot goes live,
and the second is having more people familiar with the code who can
help with any troubleshooting. Testing is full documented at
