I would think the redaction bot should be run as its own OSM account and
not under some user's account. This would fit with the general code of
conduct for bots to be run as their own account.
"License change (OdBL) redaction bot" would be one possible name.
An alternative, given that the redaction doesn't have to be owned by the
account submitting the changesets, would be to have an official OSMF
account, which owns the redaction.
