Per the schedule it is to start before the 1st to facilitate
completion of redaction by the end of the month. You'll see comments
in the plan about how the length of the period can't be accurately
gauged until we have some benchmarks from the tests this weekend.
We've allowed three days in the spirit of should-be-plenty, but we do
need to see how the code performs on a real running DB before we can
estimate it any better than that.

I'll note that, although we had been discussing a changeover process
not involving a read-only phase, it's not terribly uncommon that a
change of this magnitude would require some disruption of service.
