[Rebuild] Update on plan after feedback from weekend

I recognize this is a rebuild-list internal schedule and I assume it will be further discussed before being wider publicized.

April 1st would be again, very short notice (just like the March 27th date) and again, looks overly optimistic judging from Tom Hughes' comment.

We're right now working with a 7 people team on a broad scale mapping project with GFDRR in the Sahel zone around the drought crisis. We can work around a three to four day down time but we have to plan it well. We ideally have a two weeks heads up to compress our schedule. I'm saying this to give a concrete example of what sort of decisions depend on the rebuild team's actions.

I appreciate the hard work done by all the ones involved but I urge the rebuild team with a plan that rests on tested assumptions, even if it means abandoning the April 1st date.
