[Rebuild] Question on test_node.rb

Am I right in thinking a move is where at least one of lat OR lon
has changed? Or does it have to be both? I know that with the
accuracy locations are stored it is unlikely that only one changes,
but I thought I should check that if only one changes that counts as
clean? If they are treated like tags, then the value not changing on
one of lat and lon would perhaps render the node dirty?
