[Routing] Wiki-Page for defining OSM binary file format created

Hi,
A binary file format isn't something you come up with over night. So I think
a wiki page is a very good start for collecting ideas and requirements.
I also think it is important to notice that this format will be focused on
navigation and routing and not how I can put as much information as possible
on a map.
I'll add some of my ideas on the wiki page and may be contribute on a
prototype.
