just my 2 ct:

At least for 'normal routing':
In those cases 'access' should be interpreted as ' all transportation 
mode that is intended by highway tag (and physically possible)'.

I know of

highway=cycleway
motorvehicle=destination

I think - if this way is really necessary for normal routing - those 
ways should be tagged as highway=service.
On the other hand those ways are mostly only interesting for destination 
routing - and that may be possible 'on sight' from that point on, so the 
route (line on map) should be go up to the target point, but the routing 
(voice/text) for other transportation mode should end here and should 
just 'guide' the rest of the route.
