[OSM-Science] Calculating a global SDG using OpenStreetMap

Hi Ross,
I am convinced official data and OSM data both have their use, and can make
each other much stronger. In the Belgian community, we had big plans to
work on that. Our core ideas are outlined here:

The hardest part is getting volunteers or funding for the software
development, and getting the government to be interested in the help we can
give them.
About the filtering: yes, I saw you do some exclusions. The point that I
was trying to make, is that the highway tag, even on lines, is used for all
sorts of stuff that are not roads, things that are not excluded by your
filter (see my original examples). So unless those are filtered before you
start using the data, you might have included e.g. roads that are planned
or under construction. Hence my suggestion not to say "use everything
except X", but "use only things that are Y".
