[Strategic] local chapters

Hi Chris,

The Local Chapters process hasn't moved on since last Feb ish when teh OSM-F Board rejected the Local Chapters proposal.  In the spirit of doing it yourself I'd recommend you go ahead and start a GB Chapter, rather than wait for the OSM-F process.  This is what the US Chapter have done. 

Step one would be to get a bunch of people's names up who'd like to join a GB Chapter and to put together a brief mission statement for the Chapter.  I'd be happy to be involved.  

We should stop hijacking the Strategic list though...
