[Strategic] local chapters

Hi Richard

I'll take a look into it, but from an earlier glance at the notes and
calendar it appears they haven't met since February. If the framework is in
place, and I believe it is, then I may just be able to get on with
organising the local chapter alongside due discussion with the LCWG.

If I am welcome, and that might not be the case after a certain SotM panel,
I would prefer to put time into the SWG!
