[Strategic] Let's go - 2010 hardware funding

While we discuss how and what we want to do, the server team has
identified high priority needs for OSM infrastructure.  When OSM had a
hardware fund raising goal in February 2009, the OSMF published an
appeal for donations from the community, set up a Paypal account, and
the required £10,000 were raised in under three days.[1]

The SWG should strive to exceed this goal.

The server team has identified urgent, near-term and mid-term
requirements for OSM infrastructure at UCL and Imperial.  [2]  Meeting
these goals requires approximately £13,400 and addresses hardware
upgrade requirements at UCL through the new year.

Details are at the link.  In summary the £13,400 would include:

Imperial
Server for new tile cache service 4500

UCL
Horntail - extra disks 600
Smaug - disk enclosure and disks 750
Smaug - more RAM 1300
Yevaud - more RAM 1100
Yevaud - extra disks 550
Errol - more RAM 1100
New server - replace Katie 3500

I suggest we round up to £15,000 by providing the server team with an
opportunistic upgrade budget.  This could be used, for example, to
acquire additional RAM or disks beyond the minimum requirements
specified in the upgrades document.

Let's go.  Let's get this funding problem out of the way for the server team.
