[Strategic] Tile Layer Proposal

I have added a few questions that need answers IMO (i was not involved in the 
initial discussion about the policy) to the bottom of:

Before our meeting on Friday it would be good to get some answers to these, or 
reasons why these questions are not relevant, so that we can progress.
