[Strategic] Tile Policy - loose ends

Hi All,

In reviewing the tile policy and score sheet for the Communication
Working Group, I notice that we promised to have the board review the
policy.  I presume that means "before publication", so I'm going to
put CWG on-hold w.r.t. the tile policy and score card.

I'll presume that we intend, instead, to recommend this policy to the
board for acceptance, _then_ have CWG publish it pending approval of
the board.  I will proceed with this unless otherwise directed by, 1)
cleaning up the text as a recommendation for the board, 2) forwarding
it to the board, 3) directing to CWG for publication after approval of
the board.

I presume this meets with the approval of the SWG.
