[Tagging] Tagging highway=cycleway without explicit knowledge of the law?

By the way, what's that thing connecting the path to the road?  Is that
meant to allow bicycles but not cars?

(Oh, I see what it is, using Google Street View, so I won't tell lest we
taint the entire database or something.)

Width looks like 2 meters.  Got that from Nearmap - no Google taint to that.
