OK. By the books this time.

The feature property "covered" which is proposed to denote entities 
(nodes, ways, areas) which are covered, when layering is inappropriate, 
confusing or conflicting in now in Request for Comment stage. Your review 
and comments (to either tagging@ or on the proposal talk page) will be 
appreciated.

The original draft included the tagging of buried and submerged entities 
as "covered." Those have now been removed.
