[Tagging] tagging the multipolygon model (was landuse and military)

That is reasonnable thinking.

What ever the solution is (fix it in the osm database automatically, construct 
export aware with the fix, re-think the multipolygon system model)

What I wanted to point out was that mappers are not to blame. And that we 
shouldn't put the burden on them, as this is computer guessable.

In the real, that might become a note, a comment on the multipolygon page to 
say : "The inner polygon system is a database construct, as a mapper you are 
free to add it to the relation or not, as it might be done automatically at a 
later point"

What I'm looking for unsuccessfully is : "Does a case exist where an inner 
polygon couldn't be found automatically and has to be explicitly tagged ?"
