[Tagging] Additional value for tracktype

Hi!

In the German forum there is an ongoing discussion on this matter.
Frequently there are tracks that are paved (usually concrete or paving
stones) only in the lanes/grooves (what is the proper word for the outsides
of the track where the wheels run), but have an unpaved center. Obivously
the details can be descripted with a surface-Tag  but there is no agreement
on how to set the basic tracktype. grade1 because it is 2/3ds paved, grade2
because it is not completely paved or even grade3 because it is a mixture of
hard and soft if interpreted sideways.
Looking at Tagwatch, it appears that there have been multiple attempts to
describe this, but nothing that looks like a useful solution.

My feeling is that we are lacking a tracktype value here that describes this
usecase. Logically it would fit between grade1 (paved - as in completely
paved) and grade2 (unpaved - as in completely unpaved). In lieu of a better
term, I'd call it grade1-2 (paved grooves, unpaved center).

Have there been previous discussions? What do you think about the problem?
