The opposite situation occurs over here as well: a small strip in the middle
that is paved (for cyclists), and unpaved on the outside.
Now, about paved on the outside and unpaved in the middle: given the fact that
paved roads shouldn't be tagged as tracks anyway, this might be a situation
where grade1 is finally useful, although I think that highway=unclassified is
also still possible.
