That tag seems rather awkward, but it does bring up a good point about 
conditions-based access.  For example, in Alaska and vast expanses of 
Canada, there's roads that run down rivers, meaning in the summer they 
only allow boats, and in the winter they only allow road-based motor 
vehicles.  Similarly in my neck of the woods, many roads are closed when 
snow-covered, while some require specific vehicles to pass (such as 
bicycles or motor vehicles equipped with snow tires or chains).
