[Tagging] other landuse values?

IMHO mixed landuse is neither residential or commercial but it is
mixed. Maybe as an architect I'm thinking too close to actual
legislative definitions. Mixed doesn't mean it is a mixture of
whatever including e.g. industrial. Instead it is in Germany a
precisely defined term (probably in other countries as well).

In Germany landuses are regulated by the "Baunutzungsverordnung"
(BauNVO) which defines mixed like this:
"§ 6 Mischgebiete
(1) Mischgebiete dienen dem Wohnen und der Unterbringung von
Gewerbebetrieben, die das Wohnen nicht wesentlich stören.
(2) Zulässig sind

1.
    Wohngebäude,
2.
    Geschäfts- und Bürogebäude,
3.
    Einzelhandelsbetriebe, Schank- und Speisewirtschaften sowie
Betriebe des Beherbergungsgewerbes,
4.
    sonstige Gewerbebetriebe,
5.
    Anlagen für Verwaltungen sowie für kirchliche, kulturelle,
soziale, gesundheitliche und sportliche Zwecke,
6.
    Gartenbaubetriebe,
7.
    Tankstellen,
8.
    Vergnügungsstätten im Sinne des § 4a Abs. 3 Nr. 2 in den Teilen
des Gebiets, die überwiegend durch gewerbliche Nutzungen geprägt sind.

(3) Ausnahmsweise können Vergnügungsstätten im Sinne des § 4a Abs. 3
Nr. 2 außerhalb der in Absatz 2 Nr. 8 bezeichneten Teile des Gebiets
zugelassen werden."

free translation:
(1) mixed areas are for living and commercial activities which don't
desturb the living.

(2) the following landuses are admitted:
1. residential buildings
2. offices and other commercial activities/buildings
3. retail and gastronomy/accomodations
4. other commercial businesses
5. administrative, religious, cultural, social, healthcare and sport uses
6. market gardening
7. petrol stations
8. "amusement" if not restricted to central zones (see §4a, (3) 2.) in
the commercially dominated parts of the area

(3) eventually exceptions to (2)8. can be permitted.

as you can see this mainly excludes industrial and "noisy/dirty"
commercial activities and stuff like watertreatment plants, power
productions plants, and the like.
