I don't agree with some tags either, but dumping them usually doesn't
work if people are used to tagging things that way.

I think we can sub-tag our way out of this situation by using one or 2
pieces of additional information.

power=sub_station
voltage:from=330kV
voltage:to=100kV

or in this case

voltage:to=400V

The size of the voltage transformation will have some actual basis on
the size of the transformer needed, basically the higher the voltage
the bigger the substation needed.
