The OSM deff of a villiage isn't useful in Australia, also areas of
cities have been able to develop due to people in charge of things
that shouldn't be and the next flood that comes along, followed by a
wave of lawsuits...

If you read Nearmap terms and conditions they explicitly allow their
tiles to be used for OSM, they've already been asked about the new
licensing but until OSM commits to the change it isn't a pressing
issue.

I was mostly after suggestions on tagging roads that are commonly
subjected to flooding, rather than trying to pin down the highest
flooding in a life time.
