[Tagging] Flood prone areas

There have been a few attempts, over the years, to define flooding tags, 
but I think almost all have been abandoned, some for reason (as stated in 
the discussion)

Only one of these appears to have reached RFC stage.
This from doing a quick wiki search on "flood". So I think the answer to 
your question is a somwwhat qualified "no".
