This proposal, rather disappointingly, limits itself to vehicles, or 
even worse, just 'ordinary' cars.

Apart from the fact that the suggested tags names have little relavance 
to the proposal (ground?) it's also based on subjective criteria, which 
shouldn't be done. Tagging should describe facts about condition of the 
way & leave it up to individuals to decide whether they should go that way.

But they're still unpaved.

All ways change to a certain extent depending on the weather, even 
surfaced ones.

Dimitry, maybe wait until there's a conclusion here; then translate it back.
