[Tagging] sneaking in tags in the wiki

Hi Martin,

you spot exactly the point. There are a few tags in different tagging 
pages that have one of this: no discussion, not wellknown, unvoted

I started a topic back in August with the aim to clean the wiki:

but there was no real result cause some abandoned the voting/proposal 
process.

I contacted the authors and got different answers variing from 'yes no 
problem' to 'bloddy hell no!!!" when asking them to move to a less 
central place e.g. back to proposed feature list.

So I decided to create a template to avoid that newbies use it instead 
of well known alternatives: 
http://wiki.openstreetmap.org/wiki/Template:No_proposal
This resulted in some kind of edit war cause some authors recognized it 
as defacement.

I have no clue how to improve the situation, there were no real good 
ideas in how to improve/reanimate the proposal process
