[Tagging] sneaking in tags in the wiki

this depends where you apply the tags to. If it is a node at the
position of the sign I agree, but if you tag a crossing or a node on a
way I disagree. For traffic_signals and the way they are currently
tagged: they are not where they are tagged. They are usually on every
lane before the crossing. Some lanes also might not have the traffic
lights. Some might have a pedestrian crossing and others don't. You
can't represent this with one node in the middle of the crossing.
