[Tagging] Approved: power generator rationalisation

have followed the post-vote process and updated all the relevant wiki pages.

tags don't require the existing tags to be deleted, I have updated all the
generators in London to add these new tags without breaking any existing
data. In the next few weeks I will try to contact others who have added a
lot of data, and advertise this new schema on my blog and the British
mailing list. Perhaps somebody could do the same if they are subscribed to
talk, talk-de, etc?
