The proposal says:
- This will deprecate power_source=*.
- This will deprecate power_rating=*.
- This would deprecate existing values for power_source=* where they 
combine the source and the method, e.g. power_source=photovoltaic.

It seems like there was a rational (i.e. 1:1) map of old values to new 
values possible.
