do we really need 2 different main tags for the same object in plastic
and concrete?

This should be achieved by mapping them where they are (on a way). If
interrupted e.g. to let pedestrians pass, interrupt the line (way).

might be tagged on a node then (I generally would prefer ways, but
sometimes nodes might be preliminarily sufficient).
