It was my understanding that landuse=* always means what the land is
presently used for. Zoning would be a different tag like zoning=*.

Yet there are still two uses of landuse: how people use a parcel of
land (or larger area) vs. how a portion of that area is covered. In
the latter use are values like forest, grass, and reservoir, where a
larger area may support that use.
