Ice cream (and related products such as granita, frappé, ice pop) is not
really fast food, at least it was hardly intended as such (in Italy) until the
last few decades, and many continue not to see it as fast food. Otherwise
amenity=fast_food would have been right.
Plus, while there are cafés (amenity=cafe) serving authentic ice cream
(ice_cream=yes?), most places we (in Italy) call ‘gelateria’ (ice cream
parlour) just aren't cafés (there's little or no place to sit down, for
instance...). Neither they mostly work as shops, although one can buy a ‘box’
of ice cream and take it home (so they are not more of a shop than fast food
are)...

They should fit in my opinion (perhaps cuisine=frozen_yogurt), as they work
similarly.
