[Tagging] landuse=residential and named residential areas which belong together (neighbourhoods/subdivisions?)

My opinion:

landuse=residential should be used to map area where people live. This 
does not include other areas such as parks, schools, cemeteries etc. I 
try & trace around them. If they're totally inclosed then I set up a 
multi-polygon relation & add an inner relation to these items.

Individual areas can be as big or small as required, from a whole city 
down to a single property.

  landuse=residential should not be sub tagged with place=* or name=*. 
For these the appropriate boundary= & admin_level= should be used.

Personally, I decide whether to include roads within a residential area 
based on it's overall width. If it's dual laned, contains grass verges 
then I'll probably trace around it.
