[Tagging] power=tower enhancement

Just to make things a bit more complicated, there are also pylons
(Wikipedia: transmission tower, OSM: tower=power) with three power lines
connected.
>From a map users point of view what is important? The position of the
pylons, and the overhead lines that you can see. Underground cables that
connect pylons can only be located by lay people in rare cases, and they
are not of interest to map users. So if we only want to map for that
category of users (and not for power specialists) it would be perfectly
sufficient to add optionally the number of lines that connects to the
pylon. The default would be 2. The tower with the riser would be
"power:lines=1" and the situation that I mentioned at the beginning would
be "power:lines=3", or something equivalent.
Pylons (tower=power) do never carry telephone lines.

Lower voltage power lines and telephone lines are carried on poles
(Wikipedia: http://en.wikipedia.org/wiki/Utility_pole, OSM: tower=pole).
Mapping the wires (which can be lower-voltage electricity, telephone,
fibre-optic cables) is practically impossible in built-up areas in some
countries (USA and Japan are two that spring to mind). Obviously a sequence
of telephone or electricity poles can be quite useful as orientation help,
when you are outside of built-up areas.
