What about highway=cycleway, railway=track ? (OK, this is not really serious).
Or waterway=river, railway=track, highway=track? This would maybe
render better than separate ways ;-)
I would not encourage implicit mapping. It isn't better, even if there
might be cases where it renders better. Don't map for the renderer. If
there is separate distinct ways in reality I would map them
separately.
