In many US states cities can annex properties one at a time, and an
exclave may form where they have not annexed all the land in an area.
For example on http://www.cityoforlando.net/gis/zoning.htm there is a
large exclave in the southern part of sheet 8 (Orlando annexed the
right-of-way of Interstate 4 to the south). A smaller one exists on
sheet 10.
