[Tagging] Feature Proposal - RFC - dolphin

That page seariously needs to be cleaned. The tagging example for Dolphin
gives me no results on taginfo. It's also rubbish to have a subtag (one with
a colon in it) without a main tag. Since the proposal of Stephan is very
similar to the breakwater, shorter to type and used more, I would change the
current tagging schema for Dolphin by Stephan's one.
