[Tagging] Tag desired for "maintenance"

Maybe semantically this was a bad suggestion, because if it's disused
it probably won't be repaired, I suggested this because we already use
this key in other contexts. What I meant was a tag to indicate if the
device is able to fulfill its basic function (in this case: is there
water coming out?), maybe "working" or "functioning" would be better?
