Those were two different algorithms obviously *not* designed for human beings, but for computers.

Joe Mapper has to know how to put the information into the OSM database:
- there is no general speed limit on motorways in Germany (therefore maxspeed=none)
- there is a speed limit sign saying "80" combined with another sign "bei Nässe" (therefore maxspeed:wet=80)
- there is a speed limit sign saying "120" combined with another sign "22:00-6:00" (therefore maxspeed:(22:00-06:00)=120).
- there is a speed limit sign saying "100" combined with another sign with the pictogram of an hgv (therefore maxspeed:hgv=100)
etc.

Jane User has to do nothing, since her navigation system will display the corresponding speed limit, regardless of the time, and warns her if she starts speeding.

I'm not sure where your problem is.
