It's not "fee" as in "charge a price", it's "FEE" as in "Foundation for
Enviornmental Education" (don't worry, it took me a while too :-) ).

 I thought it was an Europe-wide acknowledgement, then I find out it's
worldwide... but actually the rules change from nation to nation?
